Synopsis: Small arms and light weapons control is a key issue for the Horn of Africa. The purpose of this presentation was not to discuss technical details of how control works; but to sketch out some of the reasons why it might not.
The presentation was given to an expert group meeting on small arms control and the Horn of Africa, organised in Addis Ababa by the Frederich Eibert Stiftung (FES).
